server pakages question

Hi again! My question deals with server packages. I have some awesome skins/models that i downloaded from skin city, but they do not come a server packge= on it. How do i find one, and/or create one. Thank you in advance for your help.

Add the following lines to the UT2004.ini file found in
the System directory of Unreal Tournament 2004, under the section [Engine.GameEngine]:
ServerPackages=

You will need to know the package name to put after the =.
